Why should a "B Share" owner pay a yearly fee when when they use no water? The simple answer is you are NOT paying for your water - you have ALREADY paid for your water when you bought your property or purchased the share.

What you ARE paying for is the maintenance of the system which gives your property value.

THAT is why (A share) full time residents pay more than (A share) part time residents who pay more than (A share) lot owners who pay more than (B share) owners - those responsible for wear and tear on the system pay more.
